While is it unclear whether the PA response to the Israel-UAE peace deal was necessarily intended to incite the assassination of Bin Zayed, there is no doubt that the response has all the required ingredients.

“Traitor,” “tumor,” and “collaborator” are the terms the PA and Palestinian leaders have used to describe bin Zayed and the deal. These expressions are not merely an expression of anger but also - in honor-based societies in which people who are perceived to have betrayed a given norm are executed - have the potential to be seen as a call to action.

LONDON — On December 5, 1940, 1,580 Jewish men, women and children were taken from the Atlit detention center near Haifa, transferred on to two ships, and deported to the island of Mauritius in the Indian Ocean.

On their arrival in the small British colony 17 days later, the refugees — who had fled Nazi-occupied Europe three months prior — were taken to the Beau Bassin central prison where they were held behind bars for nearly five years.

“A popular uprising that will result in a comprehensive intifada” is being planned by representatives from Fatah, the PLO, and other Palestinian groups according to a statement they issued after a meeting last week. Asked by the PA TV host if this would be a “peaceful” and “non-violent intifada,” PLO Executive Committee member Wasel Abu Yusuf answered in the negative, saying that what Fatah and the PLO are planning is based on the previous two intifadas – i.e., PA terror campaigns in which over a 1,300 Israelis were murdered - because “the first Intifada and the second Intifada achieved a lot for the Palestinian cause”:

Official PA TV host: “The statement issued after the [PLO - Fatah] meeting, spoke about ‘developing and implementing coordination on the ground between all the political forces, popular committees, institutions, and activists of the resistance, and working to establish a united national front for popular resistance resulting in a comprehensive intifada.’ I am quoting from the statement…”

PLO Executive Committee member Wasel Abu Yusuf: “We cannot agree to [Israel] establishing facts on the ground…”

Host: “A comprehensive intifada as part of the non-violent popular uprising? Peaceful. A non-violent Intifada.”

Wasel Abu Yusuf: “No. Of course [it will be] a comprehensive intifada, a national rebellion, and everything connected to ending this criminal occupation… This is something necessary, and actually this is all being developed. The first Intifada and the second Intifada achieved a lot for the Palestinian cause…”

Host: “The international community that still is calling for dialogue and negotiation as a path to resolution - do you think it will accept a new Palestinian intifada in 2020, 2021, or 2022? …”

Wasel Abu Yusuf: “Of course. … When we talk about intifada we are talking about the way to escalate the situation.”

Later in the interview, Abu Yusuf again stressed that the PA leadership is now “acting based on” the two previous intifadas:

PLO Executive Committee member Wasel Abu Yusuf: “When the Palestinian people set out on its first Intifada in response to an attempt to erase the Palestinian cause, and also when it set out on its second Intifada in response to the attempt to harm Jerusalem as the capital of the State of Palestine, and when eternal Martyr President Yasser Arafat at Camp David 2 rejected the harming of the Palestinian refugees’ right of return – the Palestinian leadership is currently acting based on this.”

A Fatah official made a similarly threatening statement in June in the context of Israel's presumed “annexation” - i.e., application of Israeli law to the Jordan Valley and Jewish towns in the West Bank – which was scheduled to take place on July 1, 2020. He threatened Israel, warning not to “try the Palestinians’ patience”:

Fatah Revolutionary Council Secretary Majed Al-Fatiani: “We say to [Israeli Prime Minister] Netanyahu and his Zionist right-wing, and we say to [US President] Trump… don’t try the Palestinians’ patience. Whether this gun is empty or fully loaded, we have a gun in our hand. Even if you think that we are waving this gun [in vain], don’t try the Palestinians’ patience. How do you know whether this gun is empty or full of bullets? The decision [on how to oppose annexation] is Palestinian… We [Fatah Revolutionary Council] have already said, and the Central Committee and the Palestinian leadership have already said that the Palestinian popular resistance… will escalate and be proportional to the scope of the Zionists’ steps on the ground. If this occupier’s behavior will develop on the ground with a decision on actual annexation or with implementation of actual annexation – then this Netanyahu and this Zionist band of settlers on our lands will see what the Palestinian response is.”

As Palestinian Media Watch has documented, for the past few months the PA has attempted to heat up the atmosphere among Palestinians so that they will be prepared to engage in violence and terror against Israel when the PA leadership wishes them to do so. The PA has broadcast numerous music videos calling for terror and encouraging martyrdom-death.

The following is a longer excerpt of the interview with PLO Executive Committee member Wasel Abu Yusuf:

Official PA TV host: “The statement issued after the [PLO - Fatah] meeting, spoke about ‘developing and implementing coordination on the ground between all the political forces, popular committees, institutions, and activists of the resistance, and working to establish a united national front for popular resistance resulting in a comprehensive intifada.’ I am quoting from the statement. Is this possible? What is the possibility on this topic?”

PLO Executive Committee member Wasel Abu Yusuf: “There is no possibility at all that we will accept and that the Palestinian people will accept- the Palestinian people has great capabilities. The Palestinian people is here in the occupied Palestinian lands, and also is- More than half of it is outside, in the refugee camps in the world. This also constitutes a fundamental lift for the Palestinian national struggle. And therefore we also cannot agree to [Israel] establishing facts on the ground. We will not accept harming the Palestinian people’s rights.”

Host: “A comprehensive intifada as part of the non-violent popular uprising?”

Wasel Abu Yusuf: “Of course.”

Host: “Peaceful. A non-violent intifada?”

Wasel Abu Yusuf: “No. Of course [it will be] a comprehensive intifada, a national rebellion, and everything connected to ending this criminal occupation, which is implementing all its crimes and aggression against the Palestinian people. This is something necessary, and actually this is all being developed. The first Intifada (i.e., violence and terror, approximately 200 Israelis murdered, 1987-1993) and second Intifada (i.e., PA terror campaign 2000-2005, more than 1,100 Israelis murdered) achieved a lot for the Palestinian cause, and everyone thought that the Palestinian cause was diminishing, but it always was in the international community’s priorities. Therefore the Palestinian cause is the basis in this matter.”

Host: “The international community that still is calling for dialogue and negotiation as a path to resolution - do you think it will accept a new Palestinian intifada in 2020, 2021, or 2022? I am asking and not determining.”

Wasel Abu Yusuf: “Of course. In other words, I think that the Palestinian people will not sit idly by given what the occupation is carrying out, and the escalation of its aggression and crimes against the Palestinian people. When we speak about this escalation – the policy of demolishing homes, holding the Martyrs’ bodies, daily invasions, collective arrests that take place daily, the talk about the occupation’s policy of annexation that means erasing the Palestinian rights – in light of all this, the Palestinian people cannot be silent. Therefore, when the Palestinian people set out on its first Intifada in response to an attempt to erase the Palestinian cause, and also when it set out on its second Intifada in response to the attempt to harm Jerusalem as the capital of the State of Palestine, and when eternal Martyr President Yasser Arafat at Camp David 2 rejected the harming of the Palestinian refugees’ right of return – the Palestinian leadership is currently acting based on this… When we talk about intifada we are talking about the way to escalate the situation. We are talking about dealing with the occupation, which is increasing its crimes and aggression against the Palestinian people. There is no possibility of being silent over this.”

The first Intifada - Palestinian wave of violence and terror against Israel 1987-1993, approximately 200 Israelis murdered

The second Intifada – PA terror campaign (2000-2005) in which more than 1,100 Israelis were murdered.

The terms "peaceful uprising/resistance,” and “popular uprising/resistance" are used by PA leaders at times to refer to peaceful protest and at times to refer to deadly terror attacks and terror waves. For example, ‎Mahmoud Abbas defined as “peaceful popular” the murderous terror during the 2015-2016 ‎terror wave (“The Knife Intifada”), in which 40 people were killed (36 Israelis, 1 Palestinian, 2 Americans and 1 Eritrean) and hundreds wounded in stabbings, shootings, and car ramming attacks. Abbas said: "We want peaceful popular uprising, and that’s what this is." https://palwatch.org/page/9276

The Trump peace plan – US President Donald Trump announced his Israel–Palestinian peace plan "Peace to Prosperity" – commonly known as “the deal of the century” - on Jan. 28, 2020. Main points of the plan: 1- Israeli sovereignty would be applied to the Jordan Valley and all Israeli towns and cities in the West Bank. 2- Jerusalem, including all its holy sites, would remain under Israeli sovereignty with accommodations made to enable access for Palestinians. 3- The remainder of the West Bank, the Gaza Strip, and part of what is currently Israeli land in the Negev, the Galilee, and Jerusalem - creating a territory almost equal in size to the West Bank and Gaza Strip - would form the Palestinian state, with its capital in neighborhoods in East Jerusalem that are outside of Israel's security wall. 4- The Palestinian state would be demilitarized, with Israel responsible for external security and controlling all airspace. 5- All Palestinian prisoners except murderers, and those who attempted or conspired to murder would be released. 6- Palestinians in refugee camps would be absorbed into their host countries and, subject to certain limitations, into the Palestinian state. 7- Before becoming a state, the Palestinians would have to carry out extensive reform of their laws and institutions, including implementing a new governing system; granting its people due process and basic human rights and freedoms; end all incitement to and incentivizing of terror; end all glorification of terror and martyrdom; disarm Hamas; and adopt a culture promoting peace. The goal of the plan is to create a Palestinian state beside Israel, living in peace and security. The implementation would be facilitated through extensive international investment. 

Finlands inställning till en eventuell israelisk annektering

I slutet av maj skrev jag ett brev till Finlands utrikespolitiska ledning,brevet publicerades också i Hufvudstadsbladet den 7 juni. I brevet tog jag upp frågan om Israels eventuella annektering av delar av västbanken och fakta som talar för Israels rätt att annektera området.
Nu har jag fått ett svar från utrikesministeriet. Riikka Eela som är chef för Mellanösternavdelning redogjorde för Finlands linje och målsättning i frågan.
Jag publicerar svaret här med mina kommentarer efteråt:

Tack för ert 31 maj sända brev till utrikesminister Haavisto och härmed visade intresse för den finska Mellanösternpolitiken. Ursäkta att svaret dröjt.

I ert brev hänvisar ni till den israeliska regeringens eventuella annekteringsplaner. Annekteringarnas förverkligande har vid skrivande stund inte bekräftats. Om Israel genom sitt ensidiga meddelande skulle införliva Västbanken med landet, vore detta användande av kraft och i sig en åtgärd som strider mot internationell rätt. Internationell rätt definierar annektering (annexation) av ett område som en nationeWilhelminall åtgärd (t.ex. genom lagstiftning) där staten försöker utvidga sin suveränitet till ett område som den de facto har fått kontroll över utan konsensus, dvs. genom användande av kraft.

Annektering kan således inte vara en grund för lagligt förvärv av ett område, och övriga stater är därmed skyldiga att inte erkänna annektering och dess konsekvenser som lagliga. Finland betonar i sin utrikespolitik respekt för internationell rätt och avtalsbaserat internationellt system.

Finland som en del av EU och den internationella gemenskapen erkänner inte att Västbanken, som Israel ockuperat sedan 1967, är en del av den israeliska staten. Finland anser att varje ändring av gränserna före kriget 1967 ska förhandlas mellan Israel och de palestinska myndigheterna och att vardera parten ska godkänna eventuella ändringar.

Vad det kommer till Israels ifrågavarande annekteringsplan eller andra möjliga ensidiga åtgärder av parter: Finlands målsättning är att förebygga alla unilaterala åtgärder som skulle försvåra fullföljande av förhandlade fredslösningar. Finlands ställning till en lösning av konflikten mellan Israel och Palestina är oförändrad. Vårt mål är en tvåstatslösning som uppnås genom förhandlingar mellan parterna.

Några kommentarer av mig:
Först kan man ju säga att det är fint att myndigheterna bryr sig om att svara vanliga medborgare.

- Trots att Finland hänvisar till internationell rätt är det just internationell rätt som talar för att Israel mycket väl kan ha rätt att tillämpa israelisk lag på de judiska bosättningarna på västbanken och införliva dem med staten Israel.

- Hela resonemanget om att en annektering strider mot internationell rätt faller samman i och med att judarna genom internationella avtal fått rätt till de områden som de eventuellt väljer att annektera. (som jag tidigare skrev).

- Det är också värt att notera att Israel inte planerar att annektera västbanken i sin helhet utan i första hand de områden där judar bor och som utan tvivel kommer att tillfalla Israel vid en eventuell fredsöverenskommelse. Därför behöver en eventuell annektering inte hota en framtida tvåstatslösning.

-Det finns heller ingen logik i att påstå att "gränserna före kriget 1967" skall definiera vilka områden palestinierna har rätt till. Som jag också tidigare nämnde säger internationella avtal (vapenstilleståndsavtalet mellan Israel och Jordanien) att vapenstilleståndslinjen från 1949 (som felaktigt kallas gräns) inte skall påverka var eventuella framtida gränser dras.Eftersom bildandet av en eventuell palestinsk stat handlar om att bilda en helt ny stat är det fel att automatiskt utgå från att de har rätt till vissa områden. I all synnerhet eftersom dessa områden redan genom internationella avtal getts till det judiska folket. Israel ockuperade inte palestinska områden 1967 utan områden som tidigare getts till det judiska folket och som olagligt ockuperades av Jordanien i kriget 1948.

- Att fred måste uppnås genom förhandlingar mellan parterna är mer eller mindre självklart.I dessa förhandlingar handlar det inte så mycket om vad palestinierna har rätt till som om vilka rättigheter Israel är beredd att avstå från. Omvärlden och Finland gör inte förhandlingar lättare genom att förbise fakta som talar till Israels fördel. Tvärtom gör det de palestinska ledarna ännu mer oresonliga. Ifall omvärlden i stället skulle bekräfta de legitima rättigheter staten Israel har skulle de palestinska ledarna kanske bli medvetna om vilka realistiska alternativ de har och fredsförhandlingar kunde möjligtvis ha en chans att återupptas.

- Tyvärr får jag när jag läser svaret intrycket att Finland saknar intresse och förmåga att ta till sig fakta och istället följer världsopinionen och upprepar ställningstaganden som saknar grund i verkligheten.

- I och för sig är Finlands linje känd från tidigare och svaret innehåller inga överraskningar. Att påverka regeringen i denna fråga, så att de också skulle beakta Israels rättigheter, är nog en omöjlighet, tyvärr.

Anglican support for Israel’s claim to West Bank

Tyvärr är det inte kyrkosamfundens ledare som stöder Israel, men det finns medlemmar som gör det.

Not all Anglicans agree with the Archbishop of Canterbury’s recent protest against extending Israeli sovereignty over the part of the West Bank that contains 132 Jewish towns. In a letter he cowrote with Roman Catholic Cardinal Vincent Nichols, Justin Welby objects to the Israeli government’s plan “to annex West Bank territory.” He suggests that this would threaten “prospects for peace.”
I am an Anglican priest and theologian who thinks Israel is justified in its extension of Israeli sovereignty over this part of the West Bank. It is not annexation as legally defined in international law, and Jewish Israel has far better claims to the land than do Palestinians.

Månadsrapport: ECI försvarar Israels självbestämmanderätt medan beslutet om Judeen och Samarien fördröjs

Bryssel – Europeiska koalitionen för Israel har försvarat staten Israels rätt att utsträcka Israels överhöghet till att gälla judiska samhällen i Judeen och Samarien som en del av USA:s fredsplan medan det internationella trycket ökar för att stoppa genomförandet av detta. Onsdagen den 1 juli hade den israeliska regeringen väntats annonsera sitt beslut men eftersom det är en känslig fråga måste det slutliga beslutet framskjutas. Enligt medierapporter väntas tillkännagivandet senare denna månad, men inte förrän det har fått grönt ljus från den amerikanska administrationen.

Tidigare samma dag (1 juli) deltog ECI:s direktor för FN-ärenden, Gregory Lafitte i en debatt på i24 News med tidigare franska europaparlamentarikern Daniel Cohn-Bendit, som är mycket kritisk mot den israeliska regeringen och har undertecknat en petition för att stoppa Israel från att gå vidare med sina annekteringsplaner. I programmet motbevisade Lafitte Cohn-Bendits huvudargument att Israels handlande skulle bryta mot internationell lag, och pekade på hur central San Remoresolutionen är för att förstå judarnas rätt att bosätta sig i Judeen och Samarien. Med hänvisning till farhågorna för att ett israeliskt utsträckande av sin överhöghet till 30 % av Judeen och Samarien kunde leda till växande antisemitism i världen pekade han på att den judiska staten skapades på grund av den redan existerande antisemitismen och att det inte är staten Israel som ska beskyllas för fortsatt judehat. Han konstaterade vidare att för att uppnå fred i den israelisk-arabiska konflikten krävs betydande kompromisser på båda sidor. Israel har bevisat att man är villig att göra dylika kompromisser, nu är det tid också för palestinierna att bevisa att de är beredda att betala priset för fred. Det internationella samfundet borde sluta behandla de palestinska ledarna som barn och i stället betona att det inte finns något annat alternativ än direkta förhandlingar med Israel ifall de verkligen vill ha fred.

ECI har sänt liknande budskap till medlemmarna i FN:s säkerhetsråd och internationella media och pekat på att Israel har giltiga anspråk på Judeen och Samarien, något som allvarligt behöver beaktas i framtida fredsförhandlingar. På kvällen den 30 juni deltog ECI i en solidaritetsdemonstration i Helsingfors som hade klart flere deltagare än den på förhand planerade antiisraeliska demonstrationen (bild nedan).
