Uppfyller palestinierna kraven för ett FN-medlemskap?

De palestinska ledarna säger att de i september kommer att gå till FN för att organisationen skall erkänna Palestinas självständighet och för att ansöka om medlemskap.
FN stadgan ställer upp vissa krav på medlemmarna.
I kapitel 2 artikel 4 står det:
1 Membership in the United Nations is open to all other peace-loving states which accept the obligations contained in the present Charter and, in the judgment of the Organization, are able and willing to carry out these obligations.

I Kapitel 1, artikel 2, punkt 3 och 4 står det:

3 All Members shall settle their international disputes by peaceful means in such a manner that international peace and security, and justice, are not endangered.

4 All Members shall refrain in their international relations from the threat or use of force against the territorial integrity or political independence of any state, or in any other manner inconsistent with the Purposes of the United Nations.

Det är PLO som representerar palestinierna. I PLO:s stadga kan man bl.a.läsa följande:
Article 1:Palestine is the homeland of the Arab Palestinian people; it is an indivisible part of the Arab homeland, and the Palestinian people are an integral part of the Arab nation.

Article 2:Palestine, with the boundaries it had during the British Mandate, is an indivisible territorial unit.

Article 9: Armed struggle is the only way to liberate Palestine. This it isthe overall strategy, not merely a tactical phase. The Palestinian Arabpeople assert their absolute determination and firm resolution to continuetheir armed struggle and to work for an armed popular revolution for theliberation of their country and their return to it . They also assert theirright to normal life in Palestine and to exercise their right toself-determination and sovereignty over it.

Article 19: The partition of Palestine in 1947 and the establishment of thestate of Israel are entirely illegal, regardless of the passage of time,because they were contrary to the will of the Palestinian people and totheir natural right in their homeland, and inconsistent with the principlesembodied in the Charter of the United Nations, particularly the right toself-determination.

Article 20: The Balfour Declaration, the Mandate for Palestine, andeverything that has been based upon them, are deemed null and void. Claims of historical or religious ties of Jews with Palestine are incompatiblewith the facts of history and the true conception of what constitutesstatehood. Judaism, being a religion, is not an independent nationality.Nor do Jews constitute a single nation with an identity of its own; theyare citizens of the states to which they belong.

Hamas som regerar i Gaza och som måste samarbeta med PLO ifall man tänker upprätta en palestinsk stat har sin egen stadga. Avgör själv hur den passar ihop med ett FN-medlemskap!
Artikel 13:
Initiatives, and so-called peaceful solutions and international conferences, are in contradiction to the principles of the Islamic Resistance Movement...
...There is no solution for the Palestinian question except through Jihad. Initiatives, proposals and international conferences are all a waste of time and vain endeavors.
