Palestina ansöker om att bli medlem i UNESCO

"Palestina" ansöker om att få bli fullvärdig medlem i UNESCO.
I den förberedande omröstningen understöddes förslaget av 40 stater, medan 4 röstade mot (USA, Tyskland, Lettland och Rumänien) 14 stater avstod från att rösta (bland dem Belgien, Frankrike, Italien och Spanien).
Det är stater som blir medlemmar i UNESCO och det är här som problemet finns, eftersom det inte existerar någon palestinsk stat borde någon sådan inte heller kunna bli medlem i organisationen.
Senare i oktober kommer alla 193 medlemsstaterna att få rösta om förslaget.
USA har hotat med att de kommer att dra in sitt bidrag till UNESCO om Palestina antas som medlemsstat. Det är inte UNESCO, som lyder under FN, som skall erkänna staters självständighet anser Clinton.

What jurisdiction will it be endowed with? Who knows? Nobody knows because those are the hard issues that can only be resolved by negotiation.”

How do States join UNESCO?
Membership of UNESCO is governed by Articles II and XV of the Constitution and by rules 98 to 101 of the Rules of Procedure of the General Conference (see Basic Texts). Membership of the UN carries with it the right to membership of UNESCO. States that are not members of UN may be admitted to UNESCO, upon recommendation of the Executive Board, by a two-thirds majority vote of the General Conference.

Israel's reaction to the UNESCO vote

"Israel believes that the correct and only way to advance the peace process with the Palestinians is through direct, unconditional negotiations. In this context Israel welcomed the Quartet's declaration of September 23, 2011.
The Palestinians' actions at UNESCO negate both the bilateral negotiations route and the Quartet's proposal for continuing the diplomatic process. Their actions are a negative response to Israel's and the international community's efforts to promote the peace process.
UNESCO's responsibilities address culture, science and education. UNESCO has remained silent in the face of significant change across the Middle East yet has found time during its' current meeting to adopt six decisions about the Israeli-Palestinian conflict. The decision to grant the Palestinians membership of UNESCO will not advance their desire for an independent state whatsoever.
Israel thanks the United States, Germany, Latvia and Romania who opposed the decision."
