that it was misled 
by the Palestinian Scout Association (PSA)
who denied their scouts held the course

PSA told WOSM that the Jerusalem Scout Commission that held a course named after terrorist murderer Baha Alyan is a different scout organization
PMW documentation shows that this is false. The Jerusalem Scout Commission is part of the Palestinian Scout Association that is a member of WOSM
